The City of Tempe is celebrating completion of River at Eastline Village, a 56-unit affordable housing community, with a ribbon cutting Nov. 5. The development expands affordable housing options in the city, aligning with Tempe’s newly-adopted Affordable Housing Strategy.
River at Eastline was developed in partnership with Gorman & Company and the Housing Authority of Maricopa County. The City of Tempe invested $500,000 in Community Development Block Grant funds to support the project at Apache Boulevard and River Drive.
In addition to providing new affordable housing, River at Eastline is also the new home of Newtown Community Development Corporation. The longtime Tempe nonprofit connects families with housing and other services.
“River at Eastline Village provides so much opportunity, with 56 units of affordable housing, new transit-oriented development along Apache Boulevard and commercial space for Newtown,” said Tempe Mayor Mark Mitchell. “The City of Tempe is proud to work with both private and public partners to bring projects forward that enrich our community.”
The ribbon cutting ceremony will take place at 10 a.m. Nov. 5 at 2106 E. Apache Blvd. and includes a reception and site tours. Speakers include Mitchell, Arizona Department of Housing Executive Director Carol Ditmore, Maricopa County Manager Joy Rich and Maricopa County Supervisor Jack Sellers.
River at Eastline encompasses two public housing sites, known as Clare Feldstadt 1 and 2, that were previously located in Mesa. Tenants at River at Eastline receive rental assistance through the Rental Assistance Demonstration program of the U.S. Department of Housing and Urban Development (HUD).
“Gorman & Company is proud to have worked with the Housing Authority of Maricopa County in repositioning another development in its housing portfolio.” said Brian Swanton, president and chief executive officer at Gorman & Company. “The Housing Authority was one of the earliest adopters of the federal government’s innovative Rental Assistance Demonstration (RAD) program in the U.S., which encourages housing authorities to utilize public/private partnerships to modernize their stock of publicly-assisted housing.”
Earlier this year, the Tempe City Council approved an Affordable Housing Strategy (AHS) that is designed to guide future decision-making on the preservation and expansion of affordable housing in Tempe. The AHS helps establish the city’s goals and objectives for improving the availability of quality housing for residents of different income levels, and lays out strategies to achieve housing affordability.
The City Council is prioritizing three of the most aggressive strategies to expand housing options. They include:
- Implement Affordable Housing Impact Statements, which developers submit voluntarily to help the city better track affordable housing. The city began implementing the strategy earlier this year.
- Expand use of incentives, such as fee waivers, reimbursements and abatements, to boost the inclusion of affordable units in market-rate projects.
- Dedicate initial seed funding to the existing Affordable Housing Trust Fund, which currently does not have a locally-dedicated source of revenue. The seed funding could come from sources such as a one-time general fund allocation or donations from developers.
